Is 4150 the correct place to enter the proceeds of rights issues not taken-up?

Yes you can use 4150, or you could create another income account to record the proceeds. The only difference is that a separate account will display the the more meaningful text in reports. If this ia a regular type of income then you would consider a new account

The only account not to use is 4805 Special Income - This is taxed at 47%

I can't comment on whether this post was correct at the time (3 years ago), but I'm guessing that subsequent rulings and alerts by the ATO may be relevant here and I'm posting this link for interest.  I can't promise that it's relevant but ...
